IRC Council
Welcome to the IRC Council, the official student governing body of the International Residential College! Composed of and led by IRC students, the Council represents, serves, and stewards the interests of our residential community. Through the authority established in our Constitution and Bylaws, the Council oversees student governance, community programming, leadership appointments, and the responsible use of Student Activities Fee funds allocated to the IRC. Every current IRC resident has the right to vote in Council elections, attend open meetings, bring matters before the Council, and apply for appointed Council positions.
The Council also helps cultivate the culture that makes the IRC distinctive. Building upon a longstanding tradition of student self-governance at UVA, we bring residents together through shared meals, conversation, recreation, service, traditions, and opportunities to learn across differences. Our work is guided by open-mindedness, diversity, acceptance, and civil intellectual discourse, and we strive to be both a responsible governing body and an approachable resource for every resident. IRC Council Role Descriptions
Executive Council
Prime Minister
The Prime Minister serves as the Council’s chief coordinator and primary student representative. They convene and preside over Council meetings, coordinate the work of the ministers, and help guide the Council’s overall priorities and effective operation.
Minister of Community Operations
The Minister of Community Operations helps turn Council ideas into action by coordinating logistics, supporting initiatives across ministerial areas, and addressing the Council’s day-to-day operational needs. The role also helps preserve continuity between projects and leadership terms.
Minister of the Treasury
The Minister of the Treasury oversees the Council’s finances and the responsible stewardship of Student Activities Fee funds allocated to the IRC. They lead budget planning, maintain financial records, and help ensure that Council spending follows University requirements.
Minister of Records
The Minister of Records maintains meeting minutes, official Council records, and other materials that preserve the Council’s institutional memory. They also serve as a resource on the Constitution, Bylaws, and Council procedures.
Ministers of External Relations
The two Ministers of External Relations lead the IRC’s engagement beyond its immediate residential community. Their work may include admissions and recruitment efforts, partnerships with other organizations, external communications, and representing the IRC to prospective residents and the wider University community.
Ministers of Interior
The two Ministers of Interior strengthen the culture and everyday residential life of the IRC. They oversee community-building, traditions, food and internal programming, and the thoughtful use and stewardship of shared spaces.
Minister of Recreation
The Minister of Recreation supports the social, recreational, and overall well-being of the IRC community. They organize activities such as intramural sports, informal recreation, and other programming that promotes physical, mental, and social wellness.
General Council
General Council Members
General Council members are appointed students who support the Council through planning, service, implementation, outreach, and representation. Its membership and structure may change from year to year in response to the needs and priorities of the IRC community. Examples of General Council roles may include Committee members, Chairs, and Co-Chairs; Representatives and Liaisons; and Advisors.
